Perfectly legal. BUS did not have stoplights on. Therefore out of view stop sign could not have been out. BUS driver knew he has students side of street blocked and probably didn't want to inconvenience oncoming traffic. Much ado about nothing.

Warning lights were clearly not on, because the thing that swings out from the front is not deployed. That being said, a good driver should be cautious passing any school bus anywhere. Driver was careless but did not break any laws.

1:29pm = WRONG. You can clearly see the yellow lights flashing before stop, then bus stops, the light switches to red (you can't see based on angle as red is closer, but you saw the yellow) but can confirm it switched to red as the stop bar comes out the front of bus.

The car flies past well after lights are red.

The driver of the car didn't break any laws. The bus clearly didn't have it's flashers on or the STOP sign on the bus out. So why go after the car. Get the bus driver for the flashers should have been on. The bus driver was in the wrong here. Thank GOD there were no kids hurt.

The bar that swings out was deployed ( It deploys when door opens) Hard to tell if lights flashing but think they are.

If lights are turned off bar will not open either. So I do think the lights were on.

If this is in fact E. Line Road, you have a jurisdiction issue. Not enforceable. The school bus is stopped in one state, the violation of driving by the stopped bus is occurring in another state. Delaware officer cant write a Delaware ticket, because the bus was stopped in other state. Maryland officer cant write because although the bus stopped in Maryland he has no jurisdiction to write a ticket for a violation out of his state. Catch 22, that's why you rarely see two way radar speed enforcement out there...

9:16am - surely you're joking right? (if you theory of enforcement held true) It would be where the car is located, both states have laws against passing stopped school buses, it wouldn't matter that the bus was located in another state, he still passed a stopped school bus. But actually, line road is broken up every couple miles to be one state or another as far as traffic enforcement goes, as you will notice based on the width of the painted lines. Either way, Delmar Police are certified in both states, and would know how to handle it.

If your theory were true, you mean I could shoot a gun from one side of street and kill someone on the other side of street and not be found guilty of murder?

Obviously uve never dealt w a Delmar cop. They have dual state jurisdiction.
