Who is going to pay for the new amphitheater on the River Walk?

I might plan to go if I knew the date. Got too much to do than to go to Guerrieri communal space every night until City Officials arrive.

WMDT says the new amphitheater will cost $400,000. It's being paid for with some kind of tax refund from the artist's apartments on Fitzwater St.
