Delmar Deputy Fire Chief Joe Morris Goes Rogue In Wicomico Chief Vote On Station 13


Delmar fire chief Joe Morris has gone rogue with his vote to disagree with the Salisbury Fire Service agreement in his role as a member of the Wicomico County Chiefs Association. The overwhelming majority of Delmar firefighters do not want anything to do with Station 13 and for someone who is a Chief of that department to competently ignore the very firefighters wishes shows he is doing what he wants to do and not what is in the best interest of the local fire departments.

Furthermore the Wicomico County Chiefs Association has no say in the matter at all anyway, since a signed agreement is in place. The people in the neighborhoods who would be covered by 13 have been very vocal about not wanting them there and keeping Salisbury's real fire service. This again shows these people don't care what the people really want. Joe Morris is just another example of that.

People in the know of the local Fire departments know that Hebron and the others who voted to disagree with the agreement have had a long running feud with the Salisbury Fire Department in the first place. To allow these peoples personal feelings enter into this shows this Association is a joke and should be disbanded.

The members of the Fire Chief's Association are NOT elected by the residents of the areas they serve! They should have ZERO power.

This wanna be and his vice-President, also very much disliked by everyone, and also from Delmar, have never even lived in maryland. Please make them show us in the county code and charter where their power comes from. They can't because it doesn't exist. Make believe by Bob. Does he give away all his authority? Or is it just in this case? He should try following the law. Not sure why the msm is asking where their make believe authority comes from. They're just a bunch of people who won popularity contests on volunteer "election night". All the companies are failing and all these losers are way over their heads.

The real problem is the county refuses to take responsibility of the county fire service( not saying we need a county career department). Their only responsiblity legally is funding. The way i read it they can choose not to find it but, they have no say in creating fire service districts and is based on consulting with the wicomico volunteer fireman assoc. From the county charter:

The County Executive is hereby directed to pay such sums as appropriated by the County Council to each of the several volunteer fire companies in said county to be used for the general maintenance of said volunteer fire companies in said county, including the purchase and repairing of fire apparatus and all other equipment of every kind and character; provided, however, that no payments shall be made to any company or department which has any resolution or regulations limiting the territory within which it will respond to calls. The County Executive is further directed to pay such sums as appropriated by the County Council to each of the several combined ambulance companies and rescue squads in said county and for those companies operating either an ambulance company or a rescue squad; provided, however, that no payment shall be made to any ambulance company and/or rescue squad which has any resolution or regulations limiting the territory within which it will respond to calls. Each volunteer fire company and ambulance company receiving any of the above funds shall submit an annual report to the County Executive, giving a detailed statement of the expenditures of said fund or funds, and no payment shall be made to any volunteer fire company or ambulance company or rescue squad until it shall have submitted such report showing the expenditures of said fund for the preceding year. Any newly organized volunteer fire company and/or ambulance company in said county may receive such appropriation at the discretion of the County Executive with the approval of the County Council of Wicomico County, upon consultation with the Wicomico County Volunteer Firemen’s Association.
B.
The County may appropriate annually a sum to be paid to the City of Salisbury to be used for the support of the fire companies of said city.

Just a correction that Joe Morris is the current volunteer deputy fire chief and past fire chief. As a point of information the Delmar volunteer fire department membership voted to stay out of this matter due to the good working relationship them and SFD have depending on one another for help. Morris however is president of the Wicomico county chiefs association and is adamantly going against his fire departments wishes by supporting station 13. Morris has the help of Marty Skarson an assistant chief with Delmar volunteer fire department who happens to be the vise president of the Wicomico county chiefs association. Interestingly both live in the state of Delaware yet seem to be dictating the outcome of a Salisbury Maryland situation.

The County Council should pass a law that gives them authority to set the districts. Culver would veto, but we would hope the Council would have enough votes to overturn the veto.

Well this sounds like with bob and the fire chiefs agreeing then all they have to do is get the council to actually work for the county they were elected to work for and not the city and get them to agree to fund this station 13.

Again....If, as the President, he simply had the chore of writing a letter and delivering, that's one thing. If he went against his own department's wishes and cast a vote in favor of a rogue band of firemen, that really sucks.

Turmoil is running wide open in Delmar FD mostly as a result of Joe & Marty with their involvement in SFD issues. Currently there is a group of volunteers looking to open a Maryland side fire station because of all the drama in Delmar that would take half their membership. An you know something there isn't one thing that could stop it from happening. Maryland/Wicomico County funds going into Delaware that's such an easy thing to stop at the state line. Those funds could easily be directed to the Maryland side fire station allowing those funds to stay in Maryland. Delmar lives high on the hog collecting funding from both Delaware and Maryland.

I've always said that a Delmar Maryland FD could happen. All it takes is someone with a gripe and wallah. My Wicomico tax dollars are better spent in Maryland. I'll be the first to support the DMFD Station 4. That's got a nice ring to it huh ! Let me know when the first meeting is scheduled so I can come start a free for all like Morris and Skarson did in Salisbury back in March.

Marty despises paid firemen although he is employed by Hebron EMS as a paramedic how fitting. I'd really like to know what his problem is with Salisbury. I'm sure Salisbury has done nothing to Marty but he has huge jealousy problems with Salisbury. All he does in Delmar or Hebron is talk bad about Salisbury and again I'm certain no one from SFD has done anything to him.

Wicomico station 4 I like it has a good ring to it. They don't know what kind a shit storm they started but going to find out shortly. I've already talked to a couple council members who are in favor of it to keep the tax funding in Wicomico.

Tonight I had coffee with the person who would know if any literature existed showing where the volunteer chiefs have the authority to change fire territories. Of coarse the answer was no they do not and there has never been anything in writing. Fire chiefs always hashed it out between themselves been that way for years. So the chiefs cannot give station 13 any territory from other stations. I also know Fruitland and Parsonsburg have denied receiving service from them like Salisbury.

Your typical day at Hebron. Marty, Bush and Derbyshire sit around all day bitching about Salisbury and plotting new ways to screw them. Derbyshire complaining about how Salisbury treated him after he beat up someone. By the way Salisbury let him resign. Marty just hates anything and had been having secret meetings with Culver before this mess. Bush stays drunk and gets furious if anyone comes in his territory. Just one big hateful circle. By the way labor laws do not allow Derbyshire the volunteer to work for the same department. FLSA

Let us not forget how we got here. A group of 10 individuals didn't like how things were going. They wanted to separate from the city. The Chiefs Association allowed it and now their fire departments are being torn in half becauae of it. You would think they would want to put an end to it. Is their hatred agenda towards the SFD more important than the people who elected them. Are people not showing up because of this 13 crap? Look at the response numbers. Those should ne public. Let's get them posted on here.

That's because the 10 were the top 10 volunteer call runners for the city. That would be all three stations. If your best people decide to branch off don't you think there is a problem? The whole station decided to leave by the way.

As president he is not entitled to a vote, the chief of each department is the only one entitled to a ballot, Delmar chief was present and voted himself against the wishes of the department
