What about Norman Swift? Was he arrested or not? Or by a different agency?

How in Hell is that Ward guy NOT in prison? He is a frequent flyer in the local justice system.
As far as Swift goes,he is getting no special treatment by law enforcement. He is one of the biggest critics of the Crisfield police dept that he used to command. They stay on him when he is not locked up.
