Winder, Rossie
Incident: Possession of CDS with the Intent to Distribute
Date of Incident: 12 March 2016
Location: 25000 block of Elzey Brown Loop. Mardela Springs, MD
Suspect: Rossie D. Winder, 20, Mardela Springs, MD
Narrative: On 12 March 2016 at 8:49 PM a deputy attempted to check on a vehicle that would be found to be operated by Rossie Winder that was observed in a county park after the posted closing time. Upon the approach of the deputy, Winder proceeded to drive past the deputy and leave the park disregarding the deputy’s instructions to stop. Winder then began to flee from the deputy on Elzey Brown Loop as the deputy attempted to pull him over as Winder drove away from the park. Winder proceeded to drive throughout the neighborhood with the deputy behind him until Winder pulled into a driveway then jumped from his vehicle and continued to flee on foot. Winder ran into a residence but was unable to shut the door before the deputy followed him inside chasing him through the residence and into a bathroom where Winder attempted to discard multiple individually wrapped baggies of what was identified as marijuana into a tub. The deputy was able to recover the marijuana.
The deputy placed Winder under arrest in the bathroom of the residence. As the deputy was retuning Winder to the patrol vehicle, the deputy located a scale for weighing the marijuana that Winder discarded during his flight.
The deputy transported Winder to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Winder in the Detention Center in lieu of $15,000.00 bond.

Collins, Jermaine
Incident: Driving Suspended
Date of Incident: 13 March 2016
Location: S/B Rt. 13 at Homer Street, Salisbury, MD
Suspect: Jermaine Collins. 34, Laurel, DE
Narrative: On 13 March 2016 at 4:00 AM a deputy stopped a vehicle operated by Jermaine Collins for an equipment violation. During the stop, the deputy discovered that Collins’ privilege to drive had been both suspended and revoked by his home state of Delaware.
The deputy also discovered two outstanding bench warrants that were issued after Collins failed to appear for two separate court cases where Collins had previously been charged with Driving While Revoked.
The deputy placed Collins under arrest for the two warrants and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the District Court Commissioner released Collins on unsecured bond.

Moss, Tyrelle
Incident: Warrant Arrest
Date of Incident: 13 March 2016
Location: 900 block of West Rd., Salisbury, MD
Suspect: Tyrelle Edwin Moss, 25, Salisbury, MD
Narrative: On 13 March 2016 at 3:15 PM a deputy located a wanted subject, Tyrelle Moss, in the 900 block of West Road. Moss was wanted on a Circuit Court Bench warrant that was issued after Moss violated the terms of his probation in a CDS Possession case.
The deputy transported Moss to the Wicomico County Detention Center where he was detained without bond pending an appearance in front of a Circuit Court judge.

Kelley, Clinton
Charges: Violation of Probation
Incident: Most Wanted Apprehension
Date of Incident: 14 March 2016
Location: Wicomico County
Suspect: Clinton Lee Kelley, 38, Hurlock, MD
Narrative: On 14 March 2016 at 5:30 AM, Clinton Lee Kelley was placed under arrest following his surrender to authorities. Kelley was wanted on three separate warrants that had been outstanding since 2012 and he had been featured several times as one of Wicomico County’s “Most Wanted” on different media outlets during that time period.
The warrants were issued after Kelley violated the terms of his probation following convictions for:
1. Assault 2nd Degree, MDOP over $500 2. Assault 2nd Degree, Theft of Motor Vehicle, Theft $1,000.00-$10,000.00 3. Dangerous Weapon with the Intent to injure
Kelley was detained without bond in the Detention Center following an initial appearance.

Balcerak, Thomas
Incident: Assault
Date of Incident: 14 March 2016
Location: 27000 block of Island Drive, Salisbury, MD
Suspect: Thomas Albert Balcerak Jr., 20, Salisbury, MD
Narrative: On 14 March 2016 at 8:26 AM a deputy responded to a residence in the 27000 block of Island Drive for a reported domestic related altercation. Upon arrival the deputy met with a female subject who described an assault at the hands of her husband, Thomas Balcerak. According to the victim, she was in the bedroom talking on the phone when Balcerak grabbed her arm and took the phone away from her. Balcerak then reportedly got on top of her when she tried to get off the bed. As the victim attempted to get away from Balcerak, he is also alleged to have pushed her into a door.
During the investigation, the deputy observed signs of injury that corroborated the victims’ account. The deputy placed Balcerak under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Balcerak in the Detention Center in lieu of $5,000.00 bond.
Charges: Assault 2nd Degree
