The Great Ocean City Fire Service Contract Debate

Is Ocean City headed to court over Firefighter Contract Debate? Local 4269 is planning to file an unfair labor practice charge against Ocean City

Ocean City wants to do away with the industry standard practice of firefighters and paramedics working a 24 hour shift followed by 72 hours off time, and go to a 12 hour shift with mixed days off.
I see no precedent for them to change because there have been fewer than 5 calls that weren't responded within 2 minutes. The old saying if it ain't broke don't fix it saying holds true in this case, and Ocean City needs to recognize the Fire Department knows what is best for them.

Would you feel comfortable allowing a pilot to fly an airliner after working 22 hours or a surgeon performing surgery after working 20 plus hours. It's not fair to tax payers who are paying their salaries to have someone who has been working all those hours work on them. Public safety should always come first in that profession and working 24 hr shifts is NOT ever in the best interest of the public.

Firefighters are allowed rest times during that period....The proposed schedule of rotating days and nights have been shown in numerous studies to be both dangerous to the health of the human body and more fatiguing. Search Circadian Sleep Rhythm or cycle and 12 hour rotation shifts.

You mentioned tax dollars...well, the proposed schedule change will increase the budget 25-50% for numerous reasons. Such as shift change related overtime etc...Sick call outs..etc.

I respect your opinion anon 10:11...but the public as a whole is not very informed as to what the fire service scheduling and industry standard is like.

Just for further thoughts, most places west of the Mississippi do a 48/96 rotation. 48 on duty/96 off....

"Firefighters are allowed rest times during that period"

So they are being paid to rest? No need to rotate shifts. Some do day shift some night and then in a year review and make changes if someone prefers to switch.
I not a fan of "industry" standards because they are written by and for the benefit of one side.

The "5 calls" you referance were not the ones that were past the 2 minute mark, there were 5 calls they slept through the alert, resulting in significant delays. JT, before you pass judgement, there is much more to the story. These folks make an average of over $75,000 a year, and are paid to sleep, which would be bad enough in itself, until they can't respond in the middle of the night. The other point is, this is all about their ability to work a 2nd full time job, rake in twice as much, and still have more time off than the people they swore to serve. These are facts.

As an OCPD officer, I say about time. Maybe the Council finally has grown a set. The rest of the world is expected to be alert and ready to do our jobs.

Anonymous said...

I don't agree that we should pay people to sleep.

Anonymous said...

I expect the EMTS to be wide awake when they respond after I dial 911. I recall stories couple years ago where there was a disagreement in OC after multiple calls went unanswered.

I don't even see why they are allowed 2 minutes. Sit at your computer and do nothing for 2 minutes. That is a long time. Now sit at your computer, jump up and go get in your vehicle. That should take all of 30 seconds at the most. My house is good sized at over 6000 sq ft and I can be upstairs furthermost away from the garage and be down 14 steps across the house go down another 6 steps and be in my vehicle in less than 30 seconds if I want to.

There is nothing factual in any of your points!!! End of story...

Anonymous said...

They allowed two minutes, because they were ASLEEP! Hello, maybe the light has finally gone off. This is the first time in 17 years, I actually think the silly council has taken a position for US, the taxpayers. I am very proud of them!

Don't be an ass on Johnathan. He posted the story to open dialogue, and get the facts. At this point the only one talking is the Union. When the other side comes out, then make your own opinion. Thanks Johnathan. I heard from a good source, the union is flat out lying. We'll see. I understand the current Council has their act together, my bet's on them.

To the Mayor and Council, we have your backs. The unions have killed my property values, and the town I love. Kudos, stick to your guns. I dare them to run the City!

I am a Salisbury FF, and all I hear is how great Ocean City is. Guess what losers, we have to be out the door in half the time your required. You did this to yourself. Sleeping through calls, your a disgrace to all of us. Your Parsonsburg union President, is that the best you can do?

See there you go. Comment says public safety should always come first and this person obviously one we are talking about says "you have no idea what you are talking about." So it IS not about public safety to them at all. What a shame fire service has been reduced to this. Volunteer was so much better. They wanted to be there and not just there for a paycheck. When people are there for the love of something you get better service.

It is all about the second job. And no, I couldn't pass the physical test. But I have spoken with enough of you folks over the years to know, that it is ALL about the second job. There will be plenty of applicants to fill your uniforms. This is a job that pays well, has good benefits, and job security, AND no robot can do it.

If you are jealous of their schedules then apply for a job there, otherwise stay stuck in your lowly manual labor job.

There are not that many skilled paramedics out there so just carry your Buffalo Butt out of here!

There are several members of the Ocean City Council who are up for re-election. Maybe it's time for the Paramedics will form alies with their opponents and make a difference in Ocean City for the the true citizens that really care about their Fire and EMS.

Jay Jester is that you again? I remember the last time you started a war with us and you lost. You are going to lose again. We all know you are trying to set yourself up to be the fire chief. Big Mistake and you won't get it! Remember the year of the FD anniversary when you got spanked in the election for President?? I do! Your so called friends in the FD don't like you!!

It is very obvious, there are a half dozen recent comments from one very unprofessional, delusional person, this morning. The consistency of the name calling, and lack of substance reflect this. The remainder of the dialogue has been informative, and provided great insight. I am not in public safety, however I was surprised that there is an entitlement of sleep, and being able to do their jobs. I would expect the ambulance personal to be held to the same standard as doctors, nurses, and police officers.

Anonymous said...

10:29 Seems to me the last time Jay Jester went to war with you, he won. The Department fell under the umbrella Jay recommended, he has been able to work in Salisbury, be paid as the OC President, and now double dips as a Chief. Bottom line, the little boys in Ocean City have had it way to good for to long, maybe they will actually have to work now. And to the troll suggesting the union can have an effect on the Council election, just how's that been working for you? The Council has made the right decision, and finally stood unified against the self serving union.

The Union President is killing the future of the IAFF in Ocean City. His arrogance, lack of diplomacy, and entitlement attitude is exactly what todays voters believe has destroyed this Country. I pray the local keeps him under wraps, before he destroys the rest of us.

Um, if you knew what you were talking about you would know that doctors get to sleep when doing long shifts and police officers find a place to hide and take a quick nap.

BTW we aren't talking about doctors, nurses and police officers. Totally different jobs so you can't complain!

I am a retired OCFD employee, most simply don't want to understand, times change. All of the "new employees" were told this could happen, yet begged to be hired. There has been a "house cleaning", in many Departments, OC is no different. When the employees (and wives) stop locking out for themselves, and study the reality of todays expectations, they will much better off. FFEMTP10 Retired. Jester a Chief, lord help ya.

Does anyone know who FFEMTP10 is? So much for their brotherhood there. Wow!

2:06 A well respected senior Fireman, that wasn't afraid to tell the truth. Only a couple of us know who it is, because he fought the original "hens" club, when they disgraced the Department. He is a true brother to all of us! Hello KH, how's the kids?

Anonymous said...

He is a retired Paramedic that called out the wives club. That turned out to be the most disgraceful black eye in the history of FIre/EMS.

First i truly believe its wrong for the city to go after the shifts it is no need its not costing them one cent more then it has in the past. Second some of the problems is the fire company they say they want to remain neutral but allow the paid fire chief to come and make his case but not allow the career division to do it. Then hold a vote and take a no stance that's bull shit. Second how can you call yourself volunteer when you get more money then some people get in a part time job. Then drive your car to your full time union job really. I'm here to say there is a lot of misinformation out there and most of it coming from the most unethical chief around. Local 4269 take the gloves off and keep fighting and for the Salisbury guy who runs his mouth really you guys were in same boat a few years back with some chiefs issues and such and the oc guys and others were there for you.

Anonymous said...

4:50 AGAIN MISINFORMATION! The OCVFC made their vote to stay out of this issue without any input from the "paid fire Chief". You guys have lowered the bar so far with your lies. It's all about you, your second jobs, and the $80,000 you milk for sleeping. It's not about money, it's about you not responding as expected. If the Paramedics in OC spent one day working for a real Dept. they would RUN home crying to mommy. Oh, that's right, they already have. LOSERS!

Anonymous said...

OCFVC Volunteer my ass! President Jester, hero in his mind, gets $10,000 for that elected position, THEN another $5,000 for being an assistant Chief, THEN a vehicle with all expenses to drive to his Salisbury union job. On top of all that, takes the $4,000 tax credit, AND cash LOSAP, and a credit card for his meals. !!!!!! Same thing for double dipping Chief David Cropper. Now, dispute this!!!!!

Anonymous said...

9:07 Good Lord, looks to be about $25,000-$30,000 a year, for how many hours? That's over $50.00 per hour. And everyone knows Cropper's next step, is a raise from his $10,000 (plus vehicle + CC) to $25,000/$35,000 a year, AND He does his Volunteer duties while on Town of Ocean City paid time! Now this is exactly what they want to public to find out. NOT! And they say the Union is self serving.

The old hens club is coming out again see Kim Holloway posting on Facebook with colby phillips and others
This will only hurt their cause.

listen to the oc mtg tonight on internet--phillps wife talking and the talking baldy from Stockton as well as sounded like Kim Holloway yelling from the back when the fire chief was trying to talk.
when the bosses say work that is when you work enough said. if you don't like it leave.

9:39 Yes, quite the eye opener. For all those that claim, "why fix what isn't broke", well, it is. That took incredible courage to stand up to the entire forum. Kudos to the Chief, the Mayor, and past City Manager Dare. Great job! It's about time the public, not the overpaid unions won one.

As an employer with over 250 employees, I as well as my three top management personnel do our best for our people. We try to be fair and give raises when we can, do annual events, etc. We are NOT in the life saving business these people are but we are a business. Do the employees always agree with our management decisions? Absolutely not!! Do we schedule our employees when we need them--YES Do we open and close our business when we want--YES If they employees do not like their pay, benefits, or working hours, can they leave--YES
Do we listen to their concerns--sure we do, but overall the management makes the final decision and that is that. We don't care what other businesses do and we don't have wives, husbands, friends, and others telling us nor will we have them tells us how to run our business. The government does enough of that by their crazy rules, laws, etc. Such as affordable (lol) healthcare act and now they want to tell us how to issue sick leave benefits.

Anonymous said...

It's all about the union. They only care about themselves, their second jobs, and their cushy job. I am ashamed of the OCFD.

Anonymous said...

I am a police officer, and attended the meeting last night. The IAFF put on a VERY poor case, and quite frankly, I was ashamed. I also really appreciated the 3rd speaker, (Mr. Jershild) that played right into the Chiefs hands. Oh, by the way, thanks for throwing "your brothers in blue" under the bus, stating we need shorter shifts. With brothers like you, I am better off an only son.

Anonymous said...

Great showing last night! The only ones that showed up were union plants from out of the area, a few negative retiree's, and wives. The only thing worse than the union President was the bald headed goofball. PLEASE, put this behind us, and move on. I am one of the thirteen "new hires" thrilled to have my job.

Anonymous said...

Yep the Anne arundel Stockton fire person did not help the cause. First he threw the police under the bus to have their schedule reviewed by the police commission and be brought to bear at their contract renewal time. Secondly he said the need the three days to rest. All you need to do is watch Facebook or ride around and watch how many work other jobs during the 72 rest period this guy says they need.

There is a reason he is still a farmen after 25 years, he's illiterate bonehead that can't keep his nose out of everyone else's business. Did he mention he was fired from working part time in OC for failing a alcohol test? Connect the dots. His dad is a retired union slug, that retired without a single promotion also.
