Aaron OsterwalderAaron Osterwalder Incident: Assault

Date of Incident: 27 October 2015

Location: 32000 block of Jordan Ct., Salisbury, MD

Suspect: Aaron Scott Osterwalder, 29, Salisbury, MD

Narrative: On 27 October 2015 at 1:22 PM a deputy arrested Aaron Osterwalder in connection with an Assault 2nd Degree. According to the complainant in this case, Osterwalder came into her bedroom and an argument ensued, during which Osterwalder reportedly assaulted the complainant. During the investigation, the deputy observed signs of injury that corroborated the complainant’s account.

The deputy transported Osterwalder to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Osterwalder on $10,000.00 unsecured bond.

Incident: Possession of Heroin

Date of Incident: 27 October 2015

Location: U.S. 13, Salisbury, MD

Suspect: 1. Heather Jean Bounds, 38, Mardela Springs, MD
              2. Ashleigh Patricia Brimmer, 30, Hebron, MD

Narrative: On 27 October 2015 at 2:17 PM a deputy stopped a vehicle operated by Ashleigh Brimmer on Naylor Mill Road for speeding and a stop violation. Based on observations of the deputy, a WCSO Drug K9 team arrived and a scan of the vehicle was conducted which resulted in a positive alert for the presence of the odor of illegal drugs.  During a subsequent search of the vehicle the deputy recovered what was identified as heroin, along with syringes and other drug related paraphernalia.

The deputy placed both Brimmer and her passenger, Heather Bounds, under arrest for possession of heroin and drug paraphernalia. Both Brimmer and Bounds were transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. Following their initial appearances, Brimmer was released on Personal Recognizance while Bounds was detained on a bond of $5,000.00.

Kenneth CarleKenneth Carle Incident: Sex Offender Violation

Date of Incident: 28 October 2015

Location: Wicomico County

Suspect: Kenneth Allen Carle, 42, Salisbury, MD

Narrative: On 28 October 2015 at 9:30 AM a deputy arrested Kenneth Carle after Carle failed to show at the Sheriff’s Office to register as a Sex Offender as required on 22 October 2015. Carle is required to register as a sex offender following a conviction for Sex Offense 3rd degree in 2010.

Upon arrest the deputy transported Carle to the Central booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Carle in the Detention Center without bond.

Charges: Failure to Register as a Sex Offender

Amy WaidnerAmy Waidner Incident: Escape

Date of Incident: 28 October 2015

Location: Wicomico County

Suspect: Amy Christine Waidner, 44, Eden, MD

Narrative: On 28 October 2015 at 2:00 PM a deputy arrested Amy Waidner on an arrest warrant that charged her with Escape 2nd Degree. The warrant was obtained back in June 2015 after Waidner failed to show at the Wicomico County Detention Center to serve a period of incarceration that was imposed in a traffic case.

Upon arrest the deputy transported Waidner to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Waidner without bond.

Charges: Escape 2nd Degree

Incident: Possession of Heroin and Cocaine

Date of Incident: 29 October 2015

Location: Old Ocean City Road at Bent Pine Rd, Willards, MD

Suspect: Renee Starr Foutz, 34, Salisbury, MD (no photo at this time)

Narrative: On 29 October 2015 at 12:36 PM a deputy stopped a vehicle operated by Renee Foutz after observing Foutz operating her vehicle while holding a cell phone. Based on observations made by the deputy a WCSO drug K9 team responded and conducted a scan during which the K9 alerted positively to the presence of the odor of illegal drugs. During a subsequent search the deputy recovered what was identified as heroin from within a purse. Further search revealed numerous items of drug related paraphernalia that included a smoking device that still contained the remnants of crack cocaine.

The deputy arrested Foutz and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Foutz in the Detention Center in lieu of $3,000.00 bond.

Joseph DukesJoseph DukesIncident: Child Abuse

Date of Incident: 29 October 2015

Location: 32000 block of Mt. Hermon Road, Parsonsburg, MD

Suspect: Joseph Everett Dukes, 38, Parsonsburg, MD

Narrative: On 29 October 2015 at 4:45 PM a deputy arrested Dukes in connection with an investigation into a Child Abuse complaint. In this case, Dukes stands accused of attempting to strangle his 17 year old son and punching him in the face with a closed fist. During the investigation the deputy observed signs of injury that corroborated the account and was also informed that Dukes was intoxicated.

Dukes was gone from the residence upon the arrival of the deputy.

The deputy obtained a warrant for Duke’s arrest and upon his apprehension he was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Dukes in the Detention center in lieu of $50,000.00 bond. At bond review the following day, the bond on Dukes was raised to $100,000.00.

Phillip BradleyPhillip Bradley Incident:  Attempted Burglary / Vandalism

Date of Incident: 29 October 2015

Location: 31000 block of Mt. Hermon Rd., Salisbury, MD

Suspect: Phillip Michael Bradley, 33, Mardela Springs, MD

Narrative: On 29 October 2015 at 7:25 PM a deputy arrested Phillip Bradley in connection with a reported attempted burglary. According to the complainant in this case, Bradley came to a residence in the 31000 block of Mt. Hermon Road and attempted to kick in the front door. When he was unable to open the door he began throwing pumpkins at it. The door held fast but Bradley managed to break out a pane of glass in the door.

Upon arrest the deputy transported Bradley to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Bradley on Personal Recognizance.

Melvin GambleMelvin Gamble Incident: Theft

Date of Incident: 30 October 2015

Location: Powhatan Blvd, Salisbury, MD

Suspect: Melvin Nathaniel Gamble, 30, Salisbury, MD

Narrative: On 30 October 2015 at 4:46 PM a deputy attempted to stop a subject later identified as Melvin Gamble for operating a Honda Four Wheeler on the roadway. Instead of stopping, Gamble took off at a high rate of speed towards Ocean Gateway in an apparent attempt to elude the deputy. Gamble took off on Ocean Gateway and turned onto Booth Street at which point the deputy lost contact. Shortly afterwards, the deputy located the same Four Wheeler covered by a tarp behind a residence on Powhatan Blvd. Upon examining the Four Wheeler, the deputy verified it was the same one and also detected that the engine was warm. During further investigation, the deputy discovered that the Four Wheeler had been reported stolen. The deputy was unable to locate Gamble and the Four Wheeler was impounded.

Gamble came to the Sheriff’s Office later that day and met with the deputy. During a subsequent interview, Gamble admitted to riding the Four Wheeler and attempting to elude the deputy. Gamble stated that he acquired the Four Wheeler several months ago from an unnamed subject.

The deputy placed Gamble under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Gamble in the Detention Center in lieu of $25,000.00 bond.

Shileshea SmallShileshea SmallIncident: False Identity

Date of Incident: 31 October 2015

Location: 1200 block of Parsons Road, Salisbury, MD

Suspect: Shileshea A. Small, 37, Seaford, DE

Narrative: On 31 October 2015 at 5:33 PM a deputy stopped a vehicle operated by Shileshea Small for driving recklessly. Upon contacting Small, she identified herself with what would be discovered to be a fictitious name and date of birth. The deputy conducted a Motor Vehicle Query using the name provided and upon seeing the photo that came back to that identity realized that Small had provided a fraudulent identity.

The deputy placed Small under arrest at which point she provided her true identity. Upon conducting a query using her true identity, the deputy discovered that Small’s privilege to drive had been suspended by the State of Maryland. The deputy also discovered two outstanding warrants for Small’s arrest, both in connection with theft cases.

The deputy also discovered that Small’s vehicle was unregistered and uninsured. The registration plates on Small’s vehicle were actually registered to a different vehicle.

The deputy transported Small to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Small in the Detention Center in lieu of $3,000.00 bond.

Andrew ShawAndrew Shaw Incident: Handgun

Date of Incident: 31 October 2015

Location: Pemberton Drive

Suspect: Andrew L. Shaw, 39, Salisbury, MD

Narrative: On 31 October 2015 at 10:27 PM a deputy stopped a vehicle for erratic driving on Pemberton Drive. Upon making contact with the operator, Andrew Shaw, the deputy detected an odor of marijuana emanating from within the vehicle. During an interview with Shaw, he told the deputy that Shaw had a .45 handgun in the glove box. Upon recovering the weapon, the deputy discovered it to be loaded.

The deputy placed Shaw under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Shaw on Personal Recognizance.

Heather has been in a lot of trouble with selling and doing heroin , but they keep giving her a slap on the wrist. Check court case search.

Those Osterwalders are a bad bunch anyway
