I have been hearing a rumbling for quite a while that since Joel Todd is no longer the States Attorney of Worcester County that former Pocomoke Police Detective Scott Mitchell was going to attempt to re-apply for his old job on the Pocomoke force.
Let me refresh your memory of Officer Mitchell’s work history here in Pocomoke.
In 09 the States Attorney’s office shut down the Pocomoke Police Dept. to search the building for records on a case regarding a young girl who was raped on multiple occasion’s by another minor at the pleasure of a local adult man. At that point in time and for nearly a year prior, Mitchell had been instructed by DSS and the SA’s office to arrest the minor on no less than 5 different occasions. Granted the minor who was raping the small child was no doubt a victim of this psychotic adult, but an arrest would get the ball rolling on developing the case and for heavens sake how much should a little kid have to go through?
It was also reported at the same time Mitchell had received pictures on his cell phone of the minors engaged in these acts and instead of saving them to continue to build this case he said that he deleted them! Couldn’t the adult in this case be arrested for the distribution of child pornography? Maybe elsewhere, but not on Planet Pocomoke.
The day that the police department was shut down, it was reported that the special investigator confronted him and asked him about all of these issues and Mitchell was reported to have covered his face with his hands and said “I f***ed up”.
Additionally, upon further investigation, he was handling another rape case, and a DNA sample had been taken from the victim so that she could prosecute her assailant. For some unknown reason during the course of the investigation, Mitchell called the Crime Lab in Pikesville and told them that the case had fallen apart and the department would not be pursuing the case, so that they could just destroy the DNA sample as it was no longer needed!
I can’t even go into what Mitchell did and didn’t do regarding the Christine Sheddy case as this is going to trial soon, but I can assure he did everything he could to derail this case and didn’t even bother to follow simple procedures but instead did everything in his power to hinder the case.
The list goes on and on.
Personally, I witnessed Mitchell using beyond excessive force on a suspect that he ran into my front yard several years ago. He was chasing two men in a car down 6th Street and they didn’t make the turn onto Market Street and drove their car right into my front yard.
I was home alone at the time and upon hearing this commotion I ran to my front window to find a gun being held by Mitchell pointed at the suspect with me being in the firing line as I was directly on the other side of the suspect! He screamed for the suspect to exit the car with his hands in the air. Apparently, the suspect was taking too long for Mitchell and he rushed the car, pulled the suspect out by the back of his neck and began slamming the guys head onto the roof of his car at least 8 times screaming at him the entire time.
Anyway, in exchange for arrest and possible incarceration Mitchell turned in his badge and resigned from the force with a promise and agreement with the SA’s office that he would not return to police work ever again.
Soooo, now that we have a new SA, Mitchell feels that this agreement was just pretend?
Not to mention that Mitchell was able to go before the Mayor and Council and tell them that he was somehow a victim of circumstance and get them to approve funding his full retirement and benefits package paid for by the citizens of Pocomoke.
He reportedly begged not to be prosecuted in return for a little help with breaking up the criminal enterprise going on in town. Yeah well, Mitchell’s word isn’t worth beans and instead of doing the right thing he instead plays the council against the law of the land and probably threatened to sell them down the river to the SA’s office in order to get those benefits and retirement courtesy of you the tax payer.
