DELMAR, Md.- A Delmar, Md. man is behind bars after being accused of repeatedly sexually abusing a young girl over an extended period of time.
Police with the Wicomico Child Advocacy Center on Tuesday arrested 26-year-old David Serrano on a total of 21 charges, including first-, second- and third-degree sex offenses, first- and second-degree assault, indecent exposure, contribute to the condition of a child, sex abuse of a minor, perverted practice, sodomy and child abuse.
According to Wicomico County Assistant State's Attorney Jamie Lynn Dykes, Serrano repeatedly sexually abused a girl under the age of 10 over a nearly two-year period. Court records show that the alleged offenses occurred between September 2008 and as recently as this month.
Dykes said Serrano has a "violent criminal history" and noted that he was convicted of attempted robbery in 2001.
Serrano is being held without bond in the Wicomico County Detention Center. A preliminary hearing is scheduled for Aug. 26.
He could face up to life in prison if convicted of the most serious charges, Dykes said.

New Day Same Ol Story With Rental Legislation
The Daily Times has a new article up here that talks about more issues that the legislation Jim wants to enact will have on the community. The main problem I have is exactly the point being made in this article, does Jim not realize that not every rental unit is owned by his arch enemy SAPOA?
The arguments against certain rental properties always come back to the SAPOA tie in, when simply put the majority of the problem properties and slum properties of the week are not SAPOA homes. Jim is really trying to make the citizens believe that each crappy home in Salisbury is owned by a slumlord as he likes to call them. Read the times article and think back about the lady in the park that Jim went after and tell me that this treatment is fair. Jim needs to stop this war as it really is getting out of hand.
