In 2004, Joel concluded that more must be done to help children who had been victims of crime. Joel spearheaded the effort for a Child Advocacy Center, and through cooperative work with other agencies the Cricket Center was born. We now have a modern facility with on-call forensic nurses to examine the victims of child abuse, detectives and social service workers to interview victims and witnesses, video equipment to record those interviews for later use in court, and a prosecutor from my office assigned to handle those cases. Our ability to convict sexual predators has increased. One of the recent cases investigated through the Cricket Center resulted in convictions on numerous counts and a 60 year sentence.
Take Pride in Berlin – Taking drugs off the streets.
Good law enforcement, tough prosecution, and community involvement to clean up the streets of Berlin. Illegal drugs are the number one source of crime in any community. From the dealers on the street to the users who steal to support their habits, we see the effects illegal drugs have on our communities. Joel has spent his career trying to stop the flow of drugs. Following a joint law enforcement operation with the Berlin Police, Worcester County Sheriff’s Office, Maryland State Police, and the Ocean City Police Department, open air drug dealers were identified, undercover purchases of drugs were made, and dealers were prosecuted, receiving as much as 25 years. The community was called on to help keep the area clear of dealers. As a result of this initiative by my office, open air drug dealing has been virtually eliminated in Berlin. In order to better prosecute cases, Joel has placed individual prosecutors in charge of certain types of cases, and encouraged each prosecutor to receive training in their areas of specialization. This has led to the development of a highly specialized staff of Deputy and Assistant State’s Attorneys, including a drug prosecutor who was formerly a narcotics detective, and a sexual assault prosecutor who works in the Child Advocacy Center, helping social workers, nurses, and police Having specialized prosecutors leads to more familiarity with the individual cases and better long term results including increased convictions and longer sentences for offenders.
Mediation – Saving money by resolving conflicts before they get to court. With the fast-paced world in which we live, it is very likely that you may be involved in some type of dispute. Often these disputes can be resolved through mediation, without going to court and costing taxpayers money. Mediation provides a forum for individuals to talk out their problems with a neutral individual rather than drag them through the courts. Mediation empowers people to resolve their own problems in a constructive way and enables them to avoid conflict in the future.
This not only saves money in court costs, but also saves time for police and other law enforcement officials who could be spending their valuable time maintaining public safety. Mediation gives people involved in a dispute the opportunity to get together with a trained neutral individual to seek lasting solutions to their problem in a collaborative process. The Mediation Division for the Office of the State's Attorney provides the citizens of Worcester County with an alternative means of resolving minor types of criminal charges.

I know why Ladies of the evening (aka Whores) come to Maryland since Prostitution is only a misdemeanor down here and a felony in Delaware, but something is seriously wrong to have this many of these sickos in our county alone.
